Budget Officers Told To Ensure Diligence In Their Work PDF Print E-mail

A three-day conference of Regional Budget Officers is taking place in Koforidua in the Eastern Region. It is on the theme “Managing the Implementation of the composite Budget in the District Assemblies – The challenges at the National, Regional and District Levels”.

The conference which is fifth in the series aims at discussing all challenges facing the officers and to make significant contributions in their respective regions.

The Deputy Eastern Regional Minister, Ebenezer Okletey Terlabi said the theme is very timely because the passage of Legistrative Instrument (LI) 1961 in 2009 and the subsequent symbolic transfer of 30,000 civil servants in 10 decentralised departments of the Local Government Service (LGS) marked the commencement of full implementation of Administrative and Fiscal Decentralisation and therefore the beginning of the implementation of composite budgeting system.

He entreated the officers to ensure effective monitoring and evaluation of the activities of the district assemblies. They should also ensure that all expenditure releases of the Assemblies are effected through the use of warrant.

Mr Terlabi said government is committed to the implementation of the composite budget system this year.

It is in view of this that government is putting in place systems, procedures and measures as well as upgrade the knowledge and skills of all players to ensure the successful implementation of the programme.

The Eastern Regional Budget Officer, Samuel Gyasi Abrokwa said the conference will give the officers the opportunity to deliberate on government policies especially financial matters. They will also look at the composite budge and challenges emerging from it.
