The ITU, a UN agency for Information and Communication Technologies (ICTs) has over the past 25 years promoted various initiatives to accelerate the growth of the information society and enhance the quality of life in the 21st century. It is against this backdrop that, the Government of Ghana set up Ghana Investment Fund for Telecommunications (GIFTEL), as an agency of the Ministry of Communications to facilitate the provision of universal access to basic telephony for the unserved and underserved communities in the country.

The promulgation of the Electronic Communications Act, 2008 (Act 775) gave legal backing to the organization, thereby changing its name to Ghana Investment Fund for Electronic Communications (GIFEC), as well as giving it an expanded mandate and scope. The scope of operations of GIFEC as enshrined in section 32 of Act 775 mandates the organization to facilitate the implementation of universal access to electronic communication and the provision of internet point of presence in underserved and unserved communities, facilitate capacity building programmes and promote ICT inclusion in the unserved and underserved communities, the deployment of ICT equipment to educational, vocational and other training institutions

To facilitate the provision of Universal Access to all persons through the use of affordable Information and Communications Technology for Socio-economic development.

To innovatively manage a Universal Access Fund collaboratively with stakeholders to achieve universal access through the use of ICTs in Ghana.

The main objectives of the Ghana Investment Fund for Electronic Communications (GIFEC), as approved by the Communications Act775, are to:

Facilitate the provision of universal access to electronic communication by the unserved and underserved communities
Facilitate the provision of internet point of presence in underserved and unserved communities
Facilitate capacity building programmes and promote ICT inclusion in the unserved and underserved communities
Facilitate the deployment of ICT and equipment to educational, vocational and other training institutions
Develop an effective human resource for the Agency
